Stormwater Utility Rates
Why a stormwater utility?
The City of Lebanon provides a valuable service by providing stormwater drainage facilities for the collection and disposal of stormwater discharge from properties and public right-of ways within the City. These storm drainage facilities are publicly owned and operated by the City. This utility exists for the benefit of property owners to use them for diversion, collection and disposal of storm drainage and other runoff water from their property. Collectively, this utility provides a service essential to the public health, safety, and welfare. Effective management of stormwater helps keep the public right-of-way free of flooding, thereby protecting property and improving personal and emergency access for all users of the City’s transportation system. Currently, there is no dedicated source for the stormwater utility system. Maintenance activity is funded through a transfer from the street budget. In addition, Federal and State regulations are increasing for stormwater systems.
Who has to pay?
The storm water utility fee will be charged to all property owners within the city limits. The Federal and State quality permits are issued to the City, and thus the fee is for the properties within the City limits. All residential and businesses within the City will be billed whether or not they currently have other City services.
How much are the fees? (rates effective July 1, 2023)
All single family residential properties both developed and undeveloped within the City Limits shall be charged $4.82 per tax lot.
All commercial, industrial and multi-family properties including duplexes & triplexes within the City limits shall be charged at the following rates depending upon if the property is developed or undeveloped.

Senior Rate for Low Income Senior Citizens and Disabled: Senior and disabled citizens who qualify for the State of Oregon Low Income Energy Assistance Program will be entitled to a discount of 10% for residential service. To be eligible, applicants must present a copy of the State of Oregon approved income verification form to the Finance Department. Duration of eligibility is for 12 months from the date the application is approved and must be resubmitted annually. Discounts will begin for the billing received on or about the first of the month following presentation of the from at the Finance Department.
