Business Licenses

Not all businesses are subject to specific licenses, please carefully read through the requirements below to see what is required of your business. If you do not see your business type listed there is not a City requirement for registration.

 

INFORMATION

  1. Complete the required application and return to amy.waite@lebanonoregon.gov; note that the option to digitally sign the application is only available if the form is first downloaded.
  2. Once your application is received and reviewed for completeness, an online payment link will be provided to you via email; forward your receipt to amy.waite@lebanonoregon.gov.

  4. In-person processing by appointment only. You may call or email to arrange a time to drop of  your paperwork if you are unable to complete the process electronically.
     

TYPES OF LICENSES

 

Drug Paraphernalia Sales

You need a drug paraphernalia license if you are engaged in the business of desiring to sell or give items designed or marketed for use with controlled substance.  (Lebanon Municipal Code 5.20)

Marijuana Dispensary

You need a marijuana dispensary license if you are operating a business that offers production or sales of recreational or medicinal marijuana.  (Lebanon Municipal Code 5.18 & 5.22)

Peddlers and Street Vendors

You need a solicitor or peddler license if you are offering goods or services for sale by traveling door-to-door in Lebanon residential areas.  (Lebanon Municipal Code 5.32)

You do not need a license if:

  • You are selling newspaper subscriptions.
  • You are selling on behalf of a school or other nonprofit corporation or organization.
  • You are calling on businesses to sell goods or services that are regularly used by those businesses.
  • You are delivering goods or services that the resident has ordered from a local business.

Solicitors and peddlers must apply for a city license and pay a fee. Schools or other federally tax-exempt nonprofits do not need to pay the fee, but must fill out the application and obtain a license.

Secondhand Buyers and Sellers

You need a secondhand buyers license if you are engaged in the business of buying, selling, or otherwise dealing in secondhand goods.  (Lebanon Municipal Code 5.40)

You do not need a license if:

  • You are receiving secondhand goods solely by donation or through a nonprofit organization.
  • You are engaged in the business of buying and selling used automobiles.
  • You are a dealer who sells, on an incidental basis, secondhand merchandise taken in trade, by that dealer, for new merchandise.
  • You are conducting a “garage sale” or “yard sale”.
