Committees & Commission Overview

The City Council created two distinct types of committees: Ad Hoc Committees and Standing Committees.

Ad Hoc Committees are authorized by the Mayor to address specific emerging or priority issues. In most cases, the Mayor recommends and appoints members to these groups. Duration of committees is limited and the scope of work is confined to a specific charge. 
 

Standing Committees, in general, make recommendations to the City Council on policy issues and, upon request, advise City staff on specific operational matters, all within limitations of the City’s financial resources. For example, committees help locate donations or in-kind services, as a match for Council-approved goals. 

Budget Committee:  Develops budget recommendations for City Council action and approves the City’s tax rate. 

Library Advisory Committee: Serves a purely advisory role to City staff and the City Council. The committee makes recommendations concerning library programming materials and overall public services. It also provides input to the City Council and staff regarding library facilities, grant opportunities, and appropriate uses of gifts made to the library.

Parks, Trees & Trails Advisory Committee: Serves in an advisory capacity to assist City staff and the City Council in assessing needs and planning for City parks, trees and trails.

Planning Commission: Advises the City Council and serves as a quasi-judicial committee. This committee has the authority to make binding decisions regarding land use activities on public and private property.

Article 6, Chapter 16.31 of the Lebanon Municipal Code establishes the Planning Commission as the City’s official Historic Landmark Commission. This commission has authority over the Lebanon historic register and provides criteria for decisions regarding inventorying, as well as proposed alterations and demolitions of historic resources.

Senior & Disabled Services Advisory Committee: Serves in an advisory role to City staff and City Council and makes recommendations concerning senior and disabled services programming materials and overall public services. The committee also provides input regarding senior and disabled facilities, grant opportunities, and appropriate uses of gifts made to the senior center.
