Environmental Services

Environmental Services manages the operation of the city's drinking water and wastewater plants. Environmental duties are to issue wastewater permits for existing and new industries and to conduct environmental reviews for economic development. Environmental Services is also responsible for remaining informed on the latest federal and state environmental regulations. These include:

Drinking Water

The City of Lebanon receives water from the South Santiam River through a new water intake built in 2018. The surface water is then pumped to the new Lebanon Water Treatment Plant. The plant treats the surface water through a combination of micro-filtration technology and disinfection to provide clean, safe drinking water. The water plant is operated by the City of Lebanon and produces an average of 2 million gallons per day, and has an effective capacity of 4.5 million gallons per day.  

Solid waste collection service in the City of Lebanon is provided by Republic Services. The service includes regular garbage pick-up, recycling, and several types of specialized containers and services:

  • Hazardous Waste Collection 
  • Christmas Tree Pick-Up
  • Recycling Drop-Off Center
  • Coffin Butte Landfill

Wastewater Treatment

The City of Lebanon operates and maintains the wastewater treatment facility. It is an 8 million gallon-per-day activated sludge system providing secondary treatment and chlorination before discharge into the South Santiam River. The treated biosolids from the process are deposited as fertilizer on local agricultural land. Changes in regulations and standards will affect the treatment plant process and operation cost. These standards are requirements of the Oregon Department of Environmental Quality (DEQ)
